What happened
The operation does not cancel July 28. It lets past Okabe see a scene sufficient to cause his known actions, preserving arrival at the scene while changing the actual result.
Cause
Failures, research, and actions accumulated across the 0 world lines allow future Okabe to identify the conditions.
Action / decision
Okabe fakes the visual appearance of Kurisu’s death and prevents the paper from leaving Japan.
Consequence
The world line leaves the established Alpha and Beta convergence and reaches Steins Gate.
